What is HS2?
HS2 is the UK’s new high-speed rail network. It is the most important piece of transport infrastructure to be built in generations.
The true value of HS2 is its ability to connect more people, places and businesses more efficiently.
What is HS2 East?
The HS2 East partnership is made up of Combined Authorities and Local Authorities across the East of England, who are working together to support their local and regional economies prosper – bringing more jobs and opportunities.
We represent many of the UK’s ‘powerhouse’ cities and industrial heartlands across the Midlands, the North and Scotland – and also important emerging rural economies where excellent transport links are an increasingly vital component in future growth and success. Combined the HS2 East region is home for more than 13 million people.
Improving connectivity between our towns and cities is critical to economic growth across the North and Midlands.
Improving connectivity across the North and Midlands will:
Unlock investment and opportunities for vital local public transport that links towns, cities and villages as part of a wider network
Give everyone – from individuals and sole traders to large corporations – more stability by expanding their markets and giving them the confidence to invest in long-term growth
Create jobs by enabling businesses throughout the region to become more productive, work more efficiently through the supply chain, and attract the best quality workforce

for What do we want to achieve and why?
HS2 East’s mission is to secure government commitment to build on the proposals within the Integrated rail Plan to better connect our cities, towns and communities. The North and Midlands needs inter-city and inter-regional rail connectivity to bolster our post-pandemic economic recovery and growth, better connecting our communities and bringing jobs and opportunities within easier reach.
Delivering this connectivity will:
- unlock the jobs, economic growth and new investment potential.
- make sure the opportunity to boost and revitalise existing transport infrastructure to open doors to new domestic and international markets is not missed.
- improve connections between our rural economies, towns and cities, making our businesses stronger, more productive and better able to support the ongoing renewal of those communities.
We are awaiting the publication of the terms of reference for the Integrated Rail Plan’s study into how to bring HS2 trains to Leeds and Leeds Station Capacity, and have contacted the government to discuss how our proposals can be incorporated into this for the benefit of the 13 million people living within our regions.
